These health checks may be required by law for employees who are exposed to noise or vibration, ionising radiation, solvents, fumes, dusts, biological agents and other substances hazardous to health, or work in compressed air.<\/p><p><strong>Health surveillance is important for:<\/strong><\/p><p>1.Detecting ill-health effects at an early stage, so employers can introduce better controls to prevent them getting worse<\/p><p>2.Providing data to help employers evaluate health risks<\/p><p>3.Enabling employees to raise concerns about how work affects their health<\/p><p>4.Highlighting lapses in workplace control measures, therefore providing invaluable feedback to the risk assessment<\/p><p>5.Providing an opportunity to reinforce training and education of employees (eg on the impact of health effects and the use of protective equipment)<\/p><p>A risk assessment should be used to identify any need for health surveillance. You should not use health surveillance as a substitute for undertaking a risk assessment or using effective controls.<\/p><p>Health surveillance can sometimes be used to help identify where more needs to be done to control risks and where early signs of work-related ill health are detected, employers should take action to prevent further harm and protect employees.<\/p><p><strong>When we put in place a health surveillance programme, we avoid blanket coverage for all employees as it can provide misleading results and waste money.<\/strong><\/p><p>When reading this guidance remember that health surveillance is a particular legal requirement and should not be confused with:<\/p><p>1. Activities to monitor health where the effects from work are strongly suspected but cannot be established<\/p><p>2. Workplace wellbeing checks, such as promoting healthy living and fitness to work examinations eg fitness to dive, operate cranes, forklift trucks or health assessments requested by night employees<\/p><p>Health surveillance allows for early identification of ill health and helps identify any corrective action needed. Health surveillance may be required by law if your employees are exposed to noise or vibration, solvents, fumes, dusts, biological agents and other substances hazardous to health, or work in Do I Need A Health Surveillance Programme?\t\t\t\t\t\t\t\t\t\t<\/a>\n\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t\t\t\t\t<div id=\"collapse_285d553\" class=\"collapse ac_s_padding  \" data-parent=\"#accordion\">\n                                        <p>The starting point in identifying the requirement for health surveillance is to conduct a risk assessment.<\/p><p><strong style=\"font-style: inherit\">This will help you to identify:<\/strong><\/p><p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The health hazards in the workplace<\/p><p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Who is at risk<\/p><p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The control measures in place<\/p><p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 What type and level of health surveillance is required<\/p><p style=\"font-style: inherit\">The decision to carry out health surveillance is informed by the Business\u2019 HRAs. Once robust controls are in place, but where some risk remains and there is likely to be harm caused to your employees, health surveillance should be implemented.<\/p><p style=\"font-style: inherit\">If your risk assessment is suitable and sufficient it will have identified all of the hazards in your workplace, who is at risk and the measures you can take to control the risks. You should not take a \u201cblanket approach\u201d to health surveillance. Health surveillance must be risk based and the risk assessment reviewed regularly to make sure it remains current and up to date.<\/p><p style=\"font-style: inherit\"><strong style=\"font-style: inherit\">You should strongly consider health surveillance if your employees are at risk from:<\/strong><\/p><p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Noise or vibration<\/p><p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Ionising radiation<\/p><p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Asbestos, lead, or work in compressed air<\/p><p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Solvents, fumes, dusts, biological agents, and other substances hazardous to health<\/p><p style=\"font-style: inherit\">In the case of these particular hazards, control measures may not always be reliable, despite appropriate checking and maintenance. What Sort Of Health Surveillance Do I Need?\t\t\t\t\t\t\t\t\t\t<\/a>\n\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t\t\t\t\t<div id=\"collapse_db20e39\" class=\"collapse ac_s_padding  \" data-parent=\"#accordion\">\n                                        <p>Where your risk assessment has identified the requirement to implement a health surveillance programme, you will need to put into place a programme that adequately addresses the risks and potential ill-health effects your employees may be exposed to.<\/p><p style=\"font-style: inherit\">The HSE provides a range of industry-specific guidance and much of this includes advice on which jobs may require health surveillance and what you need to do in response. There are also a number of high hazard substances or agents where the law requires that the health surveillance programme includes statutory medical surveillance.<\/p><p style=\"font-style: inherit\">Statutory medical surveillance involves a medical examination, and possibly tests, by a doctor with appropriate training and experience.
